If you formatted your windows partition and reinstalled xp, xp overwrote the master boot record and it won't create an entry for Ubuntu. You can either configure the xp bootloader to boot Ubuntu (if you haven't overwritten it) or you can reinstall the Grub bootloader from your Ubuntu installation CD. Section 12.1. at the link below gives you several methods and 12.1.2 is probably what you will need, installing from the CD. This will work if you have a version of Ubuntu 9.10 or higher with Grub2.

Probably you need to install either windows bootloader or grub, choice is yours.
