maybe reboot using init 1 and than try it from console...
use full path and cd into / before executing
/bin/rm -rf /var/www/vhosts/myDomain/cgi-bin/test

And a question I don't think was posed yet ... is SE Linux enabled
for that directory structure?

Hello again,

I became mad to delete the directory but still unable to do

Code:
[root@myServer cgi-bin]# chown -R 777 test
[root@myServer cgi-bin]# ls
test
[root@myServer cgi-bin]# ls -ld test
drwxrwxrwx 2 777 root 4096 Mar 23 10:45 test
[root@myServer cgi-bin]# rmdir test
rmdir: test: Permission denied
[root@myServer cgi-bin]# rm -rf test
rm: cannot remove directory `test': Permission denied
[root@myServer cgi-bin]# /bin/rm -rf test
/bin/rm: cannot remove directory `test': Permission denied
[root@myServer cgi-bin]#
I tried to add this domain again in the plesk and it throws following error:
Code:
Unable to get hardquota state: usermng: Unable to remove dir test: Permission denied

System error 13: Permission denied

0: class.PHostingManager.php:1484
    PHostingForm->assign(object of type PHostingManager, boolean true, boolean true, boolean true, boolean true, boolean true, boolean true)
1: client.domain.hosting.setup.php:322
    plesk__client__domain__hosting__setup->accessItem(string 'POST', NULL null)
2: UIPointer.php:596
    UIPointer->access(string 'POST')
3: plesk.php:38
Please help me as I am not able to upload my files and domain is inactive since long

have you tried this:
1. do not remove it, just rename. Is this possible?
2. boot from a CD another OS and try to remove from there.

also can you please try df -h in /var/www/vhosts/myDomain/cgi-bin/test

I have previously deleted one domain in plesk but found from root that directory still exists in /var/www/vhosts/domainName/

I tried a lot to delete directory manually but (cgi-bin/test) these two directories not deleted. I tried to add the domain again via Plesk and got the following message:

you know, in the linux world there should be a low level block on that directory. So it cannot be handled by permissions and by forcing rm to remove. Maybe there is a special kernel module and there is a virtual filesystem, so df and mount show nothing. That's why I asked you to enter into the dir test and execute df from inside. I do not know plesk, but you may try to find related info.

You changed ownership to 777 I doubt that is a uid that is in use on your system. Just chown it to root and then have root rm -rf it.
