Unhappy not able to upload in to webserver


hi,
i am having a problem in uploading in to our site.
when i am uploading few filws like file.swf, file1.jpg, file2.jpg iam getting this error:
Warning: ftp_put(): Could not create file. in /var/www/phplib/emb.admin.inc.php on line 90
ERROR:error uploading "/tmp/phpVHWEMb.jpg" to "./html/_few/flow/file1.jpg" on "www.xyz.com"

i have checked these
#chkconfig --list
msqld is off but running
i made
#chkconfig mysqld on
and #service mysqld restart
vsftpd is off so,
i made
#chkconfig vsftpd on
#service vsftpd restart
But vsftpd file is not configured.
i am getting error only with .jpg. which is not uploading. but .swf is uploading. one more thing is, previously it used to be Linux3.0 and because of some resones server os was crashed. later we installed RHEL5.
there is lot of space. if comes to permissions and selinux contest,
1) selinux status is disabled.
2) up to /var/www/html/ ownership is webmaster.webmaster but inside rest of all are 503.503. when i saw /etc/passwd and /etc/groups i did not find that id 503. 503.503 is for both .swf folder and .jpg content folder. .swf files are uploading but .jpg files are not uploading. what shall i do more? i must do it at any cost. plz help me regarding this. lots of , lots of thanks for any help...

how does vsftpd relate to a web server issue? that's an ftp server, but you're presumably using apache as a webserver... clearly it is failing to write to /tmp so why is that? permissions? disk space? what does the apache error log say about it?

http log file contains this error.
/var/www/html/_few/flow/file1.jpg

that's not an error, that's a filename...
