Not able to connect to SSH only localhost connects

I am using UBUNTU.
I am somewhat new to linux and I wanted to set up ssh server. I am behind a router. I have forwarded port 2222. This is the port I am using.
If I try to connect to my server from outside I get the fallowing message:

"ssh: connect to host port 2222: Connection refused"

when I type in ssh -p 2222 bartosz@localhost it connects me.

I want to be able to type in ssh -p bartosz@my actual ip address.

Do you have the firewall settings on your Ubuntu computer set up to allow port 2222? By that error, it looks like ssh isn't even able to make the port connection to the machine. I think the default is normally to disallow all connections except those from localhost. Which is probably why localhost works.

my advice would be to install somthing like firestarter (a firewall frontend gui)

and to make sure port 2222 is allowed for everyone,
