As I mentioned, as Kali is Debian-based, someone who wants to work up to Kali should mostly likely start with Debian.
If one wants to understand Linux, start with Slackware. Once you understand Slackware, no other distro will intimidate, because Slackware teaches you how to learn stuff. Knowing how to learn stuff is a skill that can be ported most anywhere.
As to why some persons new to Linux want to use Kali, I have two words: script kiddies.

I followed the Linux Voice tutorial on using Kali with Metasploit that I linked to earlier. It was a lot of fun and a useful learning experience. I learned enough to know that Kali is not a toy--it is powerful and in the wrong hands dangerous.
It reminds me of my circular saw, which whenever I use it scares the bejesus out of me, even though I've used a circular saw for years and know how to use one quite skilfully.
Kali in the wrong hands also scares the bejesus out of me, especially if the user is not smart enough to be scared by that circular saw. Someone's going to get hurt, and it's likely the person mishandling the saw.

there was a issue of not being able for them to register on the kali-forum
the answer to that "TEST" was to allow the cookies
Tony of the SMLR podcast has been taking advanced courses in computer security. He mentioned in one of the episodes I forget which one it was a few episodes back that the class was using Kali in VMs as part of the coursework.
