no sound and no permission to synaptic manager package in inspiron 1420

i have no sound or permission to fix it. my synaptic manager package also does not allow me to use it because i don't have permission.it says "E:dpkg was interrupted, you must manually run 'dpkg --configure -a' to correct the problem.
E:_cache->open()failed, please report" then it says i am not a "superuser"
The sound was working, then, the computer turned off because of lack of batteries. several audacity sound projects were open-or uh, not closed when it turned off. i have an inspiron 1420 that came with a sound card in the hard drive( i think) and the computer says i do not have a sound card at all. i tried to reinstall alsa, but am confused as to if this is what i need or how to fix the real issue. thanks for your thoughts

What distribution you are running would have been nice to know.. (Debian, Ubuntu, other ? )

Did you try opening a shell and using the command provided ?

basically it's telling you a package install did not finish configuring all the packages it was trying to install, and until that completes it will not allow you to add or remove any other packages.
