Make sure you have libxine1-ffmpeg installed (required in addition to libdvdcss2, the absense of will create same generic error message

Yeah, I'm running my first time with a dvd. All I had to do was install the libdvdcss package and my dvd's play fine. I have a base Lenny system with a few choice programs added. If you install Kaffine it will load the xine libraries with it.
