no localhost when offline

Greetings from SOMD,
I have a index.html file in the local www/ directory which my browser defaults to when I'm connected to a network or the internet. But, when my machine is not connected to any network or the internet then I get an "Offline Mode" page.
Why is this and what config file should I edit to see my default index.html page?

What browser?

Firefox on Ubuntu 8

maybe thats because your listening ip is down, have you set 127.0.0.1 in the configuration file of httpd ?

Are you browsing the site from the machine itself if your not connected on the internet?

Morning all,

I am doing both. while at home I am connected to my ISP. I take the laptop to my office but don't connect to any network because of security issues. I have a default index.html set up to access frequently used local and internet links.
I have some experience with apache1 but not apache2. I think this is the learning curve. I'm learning the config files are set up differently, correct?

Fixed.
The httpd.conf file was wrong.
Thanks All!
