no dash or launcher on bootup.

I upgraded from ubuntu 15:10 to 16:04 but there is no launcher so cannot access any apps or even shut down desktop. Tried "setsid unity" which works but disappears at each startup. Is there a solution or is it full of bugs.If so how can I go back to 15:10.
Regards
worden

Welcome to the forum. The easiest way is a fresh new install. Upgrades can be problematic
so I avoid them. Instead I do a new install of the new release. I would recommend downloading 16.04, burn it to a CD and do a new install. I use 16.04 myself and recommend it over 15.10.
