Newbie linux mint 17 question!
 

How do I create a file called 10-usbasp.rules in directory /etc/udev/rules.d. I have created the file in my document folder, but I can't move it and save it in the "rules.d" folder.

The directory in which you want to put it is a system file and it would require you to use root privileges so prefacing the mv command with sudo should do it.
