The GIMP is the go-to graphics editing application. It's included in most major distros and easy to get if it's not in the default software load.

It's powerful, but it's also complex.

Watching just the first two tutorials at Meetthegimp.org will take you a long way through the learning curve. Watching the first four will get persons asking how to did the magic. (There are over 150 tutorials at the site.)

I'd suggest for GIMP - GNU Image Manipulation Program.
That's really nice and powerful.
