Network Neighborhood is really a windows only thing. Linux distros today just call it that to avoid confusion. In SuSE there are tabs on the left hand side of your file manager menu, Konqueror that provide browsing through home directories, full filesystems and network filesystems.
The problem is you mentioned that you dont have it hooked up to a network. Konqueror will not look for somthing that does not exist.
If you connected to a network after installation and nothing, make sure everything is properly set up in YaST's networking tools and you are firmly part of the network (IP Addressing, Hostname, Domain/Workrgoup etc)
If you are on a windows network type smb:/// into konqueror to test if it can see the network. If this is successful, create a URL to that command and that will give you access from the desktop
