network gui app "active" vs. "inactive" ?

What does the "active" or "inactive" mean in the xwindow network (system-config-network under fedora, i've seen the same app on ubuntu but i do not remember if it was called the same thing) program?

what is its CLI equivilant?

Active means that the network device is enabled and inactive means that its disabled. The command line equivalent should be system-config-network-tui. Its not the same program as the network configuration tool in Ubuntu.
