need to unlock after multiple wrong telnet logins

Ok...now how about some actual details? Things like version/distro of Linux, what authentication methods you've got available to you, what you've done/tried, etc. And unless you've got root access, there's nothing you can do but call the systems administrator. If you DO have root access, read the man page on the passwd command, and look at the "unlock" switch.
