Is it terrestrial or satellite TV card? USB/PCI? Does the card show up when you run lspci command in terminal?
As you've mention being a new user, i'd suggest using Kaffeine player, available in ubuntu software centre, it has a very easy to use interface, specifically tuning satellite dish options are really helpful. I'd warn you Kaffeine is a KDE player, so ubuntu will pull some extra 120Mb of KDE dependencies.
linuxtv.org has lots of useful info on TV and linux.

i have tried kaffein but unfortunately it does not detect my card.
i have a usb utv386f tuner card, and i have directly connected it to my satellite tv set up box,
can u help me to get kaffein to detect my card? note i'm a new user i have no technical knowledge whatsoever about linux and the commands.
my friend explained to me about the benefits of open source and i directly switched to ubuntu, i have never had any problem with anything except i can't get the tuner card to work

Let's get down to basics. Install w-scan (w_scan in the terminal) and run it from a terminal. See if it actually finds your tuner. If so, and if we can get as far as scanning, you may be able to watch TV with nothing more than vlc.

If it's installed that's OK - I meant the package name is different from the program name. If you now open a terminal and just run
Code:
w_scan
don't worry if it doesn't find anything (it defaults to checking German frequencies), I'm only interested in the initial output (before it says "Scanning 7Mhz frequencies").

You can use ctrl-C to abort it once it starts the actual scanning (it'll take a while for no use at all).

@mathew mark mumo, I was asking for the lines that dmesg outputs when you connect your usb device
(not the lines before)
