I am running the latest version of apache, and it is all configured, with the proper port forwarding stuff on my router, but when I go to localhost or my internal ip, the browser says "connection refused" I am sure that apache is on, co could someone plz help?

Check the server log for errors. /var/log/httpd
Are you positive that apache is running?
Via the console command:
ps ax | grep httpd

Can you access the webserver from the internet?
