I have a few ideas at this point that could resolve the problem.
What kind of firewalls do the said systems have? This could interfere with the communications.

Do a simple <10 second video recording and then close the program and attempt to watch the video playback. Is it choppy? (Except the bit of choppiness a webcam always has)

Also, try this from the *buntu forums:
Unplug the cam (if you can)
Type these in a Terminal (you may need to be Root):
Code:
sudo modprobe -r ov511
sudo modprobe ov511 force-palette=13
tail /var/log/syslog
Reboot.
Or if you have a JPEG webcam you can try:
Code:
sudo modprobe -r ov51x-jpeg
sudo modprobe ov51x-jpeg force-palette=13
tail /var/log/syslog
Reboot.
Note: If you don't know, It is safe to execute the first one, and test, then try the second one and test.

Next, I'd like to ask you if you have the restricted codecs on your system?
Type in a Terminal:
Code:
sudo apt-get install ubuntu-restricted-extras
Lastly, your internet's upload speed is less than 1 MB. It could be throttled by the presence of both systems on the network attempting to do the communication. Connect 1 PC to another network and see if your experience differs. You should be OK with your internet now, but it can't hurt to try.

Another question: Is the Ubuntu system trying to communicate directly to a Windows system? Or is the other system a GNU/Linux system?

Please post back all and any result you get with above suggestions/questions.

Hope this helps you

Ok. I wil try to find out how to get a video recording.
Right now I have perfect audio even if I try to communicate with video, something I could not do before.
Tanks for your help.

Double click on it; or right click on it, and select 'Open with Totem Movie player' (you may have to 'open with other apllication first').

If you would like to learn more about Linux, try my signature link. that should get you up & going.
