Ubuntu is a "Linux OS"

Linux is the name of the kernel.

There is no OS by name "linux".
OS names are e.g. Slackware Linux, Suse Linux Enterprise,
Redhat Enterprise Linux, etc. etc.

Suggest : Scientific Linux 6.3 ( A free copy of Redhat EL6.3 ).

Or the other free copy, CentOS 6.3 http://www.centos.org/
A compiler for sumo-0.12.3, ns2 is included.

Ubuntu OS's do not supply a compiler for older software.
Unless you are using an old unsupported Ubuntu, like Ubuntu 10.10 .

how to install sumo in linux? suggest commands...
whether xerces,fox,proj and gdal to be installed separately other than sumo-winbin 0.12.3.

# 17 : sumo-winbin versions are for Windows XP, not Linux !

The sumo source to use is sumo-src-0.12.3.tar.gz

CentOS 6, Fedora example, post # 2 here

When all the build prerequisites have installed,
( gdal-devel proj-devel xerces-c-devel ,,, libfox1_6, fox16, fox16-devel )
the "sumo install command" is :
cd sumo-0.12.3/ && ./configure && make ; su <password> ; make install

sumo installation

[root@foss sumo-0.12.3]# make
...
error..
Making all in bin

make[1]: Nothing to be done for `all'.
make[1]: Leaving directory `/usr/local/sumo-0.12.3/bin'

am getting error when trying to install sumo...
am using ferdro12..

why we need of proj gdal xerces-c and fox for sumo?

RPM packages are not to be "placed in a PATH".
They install to default locations.
HOWTO install : Please follow the link in post # 18.
Install commands : 1) cd <folder-with-fox-packages>/
2) su <enter password>
3) yum install libfox1_6*
4) yum install fox16*
5) yum install fox16-devel*
