I made some changes and it works to 100% now thanks a lot

Code:
$ less /etc/systemd/system/rc-local.service
[Unit]
Description=/etc/rc.local Compatibility
ConditionPathExists=/usr/bin/snd-rc.local

[Service]
Type=forking
ExecStart=/usr/bin/snd-rc.local start
TimeoutSec=0
StandardOutput=tty
RemainAfterExit=yes
SysVStartPriority=99

[Install]
WantedBy=basic.target
I move it here to /usr/bin
Code:
$ less/usr/bin/snd-rc.local
#!/bin/bash
modprobe snd_pcm_oss
