Migrating a Single Project in SVN from One Machine to Another

have two machines. Both of which carry different subversion repositories.

$ svnadmin dump myrepos -r 100:200 > revs-100-200.dumpfile

But I wonder if that could be efficient to retrieve the exact project since revision number could increase once the other is updated.
Correct me if wrong?
