Tell me for Ubuntu or kUbuntu ?
With an Installation CD[the free cdrom from Ubuntu.org or kUbuntu.org is it live cdrom or installation cdrom ?) may install from cdrom to USB FLASH DRIVE(to get it a USB stick bootable) the ubuntu ? After this is working, may add applications later to the USB FLASH DRIVE, So these stay permanently to the USB FLASH DRIVE so no need again reinstall them there (I refer for running(boot) from USB FLASH DRIVE) ?

I just now run Nimblex Linux from CDROM(Live cdrom) but QUANTA PLUS Web development Application ask for some utilities to be installed , well where I may install these utilities and will they be there permanently or temporary ?

These instructions will show you how to make a portable OS. It runs entirely from USB. User can save data, shut down and data stays when they restart from USB.

I'm not exactly sure how you would do BOTH (install and run persistent) on the same USB; but I'm not saying you can't.

Is this what you need?

I assume that you have an Ubantu 8.10 live-cd and that it boots. This CD will run Ubuntu on your system and make no changes to it unless you so wish. It has in addition a procedure to install Ubuntu as a permanent system. It is both a live-cd and an installation CD. Read this for orientation.
