mapping keyboard keys


I come from the other OS, that with the blue screens and all, and I own an US 101 key keyboard (qwerty). I write in spanish, bacause it's my native lang. In the other OS if I pressed ALT and ? y got ¿ and if I pressed ALt and ! I got ¡. How do I edit some file to get that....?
Also in some apps (java apps) if I press SHIFT ' I get ¨ instead of ". This is a pain in the ass and does not happen in mozilla or gedit.
Also apostrphes don' work straight. if I press ' and then a t like in "don't" I get a beep on typing the t after the '. I have to type don'<space>t to get it right.
These small annoyances go away if I switch from US-International to US in key config, but with US I can't type any international char, like óáéíú and ñ.

Any ideas on how to lessen the problem?

Use a little tool to switch keyboard layouts on the
fly, like gkrellm-xkb-1.05.tar.gz ?

There's other dockapps out there, I think KDE
supports something the like, Gnome might, too.

Switch back and forth between US and US Intl
(or even Spanish? :})

No idea what to say in regards to the Java-apps.
