some good hardened unix/linux users I know keep saying mandrake is no good.
User friendly yes, good for the proggrammer/ experienced Linux user, no.

also how old is the monitor?

I have a new CRT 17'' and the screen position is perfect.

but I also have an older monitor, that runs REdhat and fvwm, and the first time X was started it was off center, but a simple twist of the H-V settings fixed it, never to be off center again.

Run xvidtune (as root) and tune the vert and horiz positions. It will generate a modeline you can add to your etc/X11/XF86Config-4.
