makepkg?

Ok this mandrake disto is kinda weird. I got an error while trying to compile some scripts "./libdvdcss.build: line 36: makepkg: command not found" and things of that nature. So this is what i did to fix it.
I went to http://www.freedesktop.org/software/pkgconfig/ and downloaded pkgconfig-0.14.0.tar.gz i complied it as root and i thought everything was cool. Then i got back no errors from that compile. Then when i try to run the scripts i get that error "./libdvdcss.build: line 36: makepkg: command not found" again. I then go my mandrake control center and install the pkg that was on this distors first cd.I ran the script again and i got the same error. What am i doing wrong?
