Makefile.in is new than Makefile, you need to re-run configure. False

I discovered that this question has been answered but, I tried to use the answers suggested by other people but they did not work out for me.

I tried to follow a tutorial, NS2: How to add new routing protocol, on http://elmurod.net/en/index.php/archives/157,
The following error was produced
Makefile.in is new than Makefile, you need to re-run configure. False
Make: *** [Makefile] Error 1

unfortunatetly i still have problems.

for example i typed 'touch Makefile' as suggseted but got an error

watson@watson-Corbett-Park:~/ns-allinone-2.34/ns-2.34$ touch Makefile
touch: cannot touch `Makefile': Permission denied

← #3 .

Permission denied :
? May be you unpacked ns-allinone-2.34.tar.gz with a Windows© tool ?
? Or may be you did 'sudo tar xvf ns-allinone-2.34.tar.gz ?
*** Both options will / can course "Permission denied".

Normally ns2 is supposed to be built in /home/<user-name/(folder/).
.. Not /home/<user-name/Desktop/, please.
And the unpack must be done as unprivileged user, this way :
$ tar xvf ns-allinone-2.34.tar.gz

or if you are using a DESKTOP install of some unknown version of Ubuntu ( very likely )

in the "Downloads" folder that firefox AUTO saved( the DEFAULT location ) the ns tarbal
as your normal user
right-click it
and from the menu select "unpack" or open or extract ( something like that)

and extract the file from the compressed archive
The almost EXACT SAME way as on Microsoft( 95,98,xp,vista,7,8,8.1,10 ) OR Apple
