I was initially thinking this was some kind of embedded situation where there is no cron available - I've run into that before, and had to write little script daemons that never exit to run things on a schedule. If cron is available though, avoiding it is just stupid. Permissions are a non-issue if your user accounts are set up correctly, and if they're not set up correctly then NO solution is going to get around permissions issues.
