Dear All,
My Linux server is abnormally restarted with power fluctuation after reboot it gives following error

In some cases useful info is found in syslog –try dmesg

Can’t mount root file system
Boot has failed, sleeping forever"

I tried to recover through rescue mode but in vain. plz help.

Welcome to LinuxQuestions.

What distribution/version are you running?

Looks like your root logical volume is corrupted. You need to boot using the installation disk to rescue mode and run the following commands. The first two find all of the physical and volume groups on your system.

Code:
lvm pvscan
lvm vgscan
lvm lvchange -ay /dev/mapper/vg_nrcshinkiari_lv_root
lvm lvscan

# fsck -yfv /dev/mapper/vg_nrcshinkiari_lv_root

No backups?

Without knowing how the "fresh linux" was installed I would assume that the data has been overwritten and unrecoverable. You can try using photorec or testdisk.

Try to boot a live system from a ISO-Image (CD, DVD or USB-stick) and see if you can locate any of your old partitions (using e.g. gparted). If they are still there, try mounting them and look what data you can see. You could then copy the data to an external usb-disk (for example).
If the new linux was installed over your existing partition(s), your data is gone.

1. What Os did you have before fresh install of Linux Server?
2. You can try removing the hard drive from your Server and moving it to other Computer as a secondary drive and use on M$ Windows an application like GetDataBack to recover the data before the Format.
3. You can also try using Hirenboot small Youtube Tutorial http://www.youtube.com/watch?v=i_RpUxfMayU
4. As mentioned by michaelk you can try by using http://www.cgsecurity.org/wiki/TestDisk_Step_By_Step
5. Youtube Tutorial Testdisk and Photorec: http://www.youtube.com/watch?v=lf9Plhq80EM and http://www.youtube.com/watch?v=H_EwWNw2lso
6.http://www.youtube.com/watch?v=jhWbSM-630E Photorec on Windows
