Welcome to the internet!

It's not necessary and not usually a good idea to include your email address and phone number. And it's definitely a bad idea to type in all caps.

The "task bar" does not normally have forward and backward arrows on it - do you mean the address bar in your browser?

If it's the browser bar we need to know what browser. If you really mean the desktop task bar we need to know what desktop environment since you say Linux Ubuntu are you using Unity?

You can't delete or lose the last panel i.e. statusbar or taskbar.
So right-click on the top menubar at some empty point on the bar (where there's no icon or menu).
Select "New Panel" in that drop-down menu.
Right-click in that new panel and select "Properties".
You can then set up that new bar to be anywhere (e.g. Orientation: Bottom).
Then select "Add To Panel" all the stuff that was there before....

NOTE: THIS ASSUMES YOUR statusbar/PANEL WAS DELETED.

Other possibilities are that the taskbar is in autohide, or was arrow-slid off to the left or right or whereever.
