Smile linux traffic control : prioritizing and vise versa without classyfying packets

I have a linux based firewall router which does traffic shaping using htb qdisc leaf classes...I want to set low priority to p2p traffic without disturbing the qdisc tree ...that goes from top root qdisc to classes and upto leaf classes which use fwmark for every user profile..I tried to study the prio and other type of qdiscs but they classify the traffic seperately...that will disturb my bandwidth limit per user structure...I want to set low priority to that traffic by setting tos bits....I tried to study prio maps used by fifo disc...which prioratizes without classifying...but I want little help how to tweak my existing setup which uses htb qdisc and class structure

Regards

centos 6.3 system

It's possible to add a fwmark-based decision to an existing setup. If you haven't solved this start by posting your iproute and firewall config.
