linux OS takes time to close some ports?

In ubuntu, sometimes the ports take long to close.

tcp6     198      0         CLOSE_WAIT

tcp        0      0         FIN_WAIT2
Why the OS takes long time to close some ports?

Its probably waiting for ack fin's from the other side which its not getting.

CLOSE_WAIT means the far end has shut down the socket and your system is now waiting for the local program that had the socket open to close the socket or terminate. There is no time limit for this.
