What distribution are you running?
One does not create an IP address. You can assign an IP address to an ethernet interface which is called a static IP address. Or you can let a server automatically assign an IP address when the computer boots which is called a dynamic IP address and the process is called DHCP.
The ethernet interface configuration is usually stored in /etc/sysconfig/network-scripts.
