You cannot compare a general certification term like LPI with a specific one from Red Hat, RHCE in this case (are you talking about LPIC 1, 2 or 3)

The Red Hat certifications are seen as the more valuable ones, this because it is based on experience and it is a hands on exam.

All the pre-requisites one needs are mentioned on the sites that deal with this (here's the one for RHCE: https://www.redhat.com/training/certifications/rhce/).

I think he means what should be known in general, not for the specific exams.

RHCE, as obvious, it's backed by RedHat! Nobody's gives a squat about the vendor neutral good ol' LPI here. Heck, I've even worked with 10+ years Unix Admins who knew jack about LPI.

At least one thing, that is making your own way and not totally relying on public opinion.
On technical side, more you know of Linux internals, better it is.

Regards.
