I strongly suggest running a live cd first. If you can't boot your pc from it, then it means you'll have trouble installing on the local drive.
get it here: http://www.ubuntu.com/download/ubuntu/download
How much ram do you have? I would suggest 512MB or 1GB as a minimum. Not something common at the time of Windows 98 ...
And 20 GB of disk should do it. Do you have that?

I confirm "16pide" words: my win98 PC had a 6GB HDD and 32MB RAM.
Ubuntu did not start at all.

So, put
-> more RAM ?
-> bigger CPU ?
-> run a livecd (knoppix or tinycorelinux) in any case (and look at the internet page of this distro what is the minimum RAM)

Your target is a bit curious (I perhaps did not understand): overtake the HDD to a XP PC?
You dont need to install linux on the HDD for this.
Simply put the HDD into a free IDE connector; make the BIOS recognizing it. Thats it.
Then if you want a XP/Linux multiboot, this is another story (quite good documented in the internet)

See my blog.
