I tried that once and it is only good for the specific PID. The next Task to start up has a different PID.
Besides I didn't notice the renice had much effect on the computers priority. I think there is a different class of niceness for the CPU. Also, the folks at BOINC say they set the niceness at very low on purpose so as to allow the computer to be usable. I tried to tell them that this computer was only being used for crunching, but they were not listening. Surprise, surprise.

My idea exactly..I tried to recreate your problem and dont get there. BointStats either does not ship with all of the components, or the problem is elsewhere. Safe for the hardware, I recreated your setup right here...downloaded what you pointed me to and get missing dependencies...

Sorry...no cigar for me I may have to give up
