kernel panic when booting 2.4.22

I'm trying to install a customized kernel using 2.4.22 on RH9. The disk is partitioned using ext3. I've enabled support for ext3 in the kernel, but when I try to boot, I get the following message:

"VFS: Cannot open root device "LABEL=/" or 00:00
Please append a correct "root-" boot option
Kernel panic: VFS: Unable to mount root fs on 00:00

I've followed two different mini-guides on LinuxQuestions.org, plus the step-by-step in the RH9 Customization Guide; each time with the same results.

I'm presently attempting to do this on a Toshiba Satellite 1805-S274, but have had similar results on other laptops and desktop systems.

Any thoughts?

I'm a slackware user so I might be wrong about this. I have no experience with RH. I had a similar problem and my solution was to run lilo again before rebooting.
