kernel panic:Attempted to kill init!

My machine is currently running on Windows XP. I tried to install Red Hat Linux 9.0 in graphical mode. Then the monitor screen blacked out and a blue colour rectangle became visible with the message "H. V. Frequency Over Range". Then I installed it with "lowres" option and it was successful.

But when I attempted to boot it with Linux, after some lines it gives the message Kernel Panic:Attempted to kill init!, at which point I cannot do anything other than shutting down the machine. But Windows XP still works as before.
