what's your distro ?
SO we can show you which tools to use.
I often use vi to modify some settings, probably you don't know enough linux to modify config files by hand.

You can try to modify the file /etc/sysconfig/keyboard for console (/dev/tty*) and /etc/X11/xorg.conf

Once, you did it, restart X window and/or reboot for convenience.

for your network, go in the /etc/sysconfig/network folder and you 'll have all you need.
So sorry, I use SuSE Linux (the most efficient distro for me).

Many ways to do it, it all depends on your distro.
