physically move the computer to a coffee shop with an open wifi
or take it over to a friends house with a dsl or cable connection but get on line
then it is easy
also the BETA version of 16 WAS a TESTING ONLY early release with A LOT and i DO MEAN A LOT of UNFIXED BUGS

octave requires about 20 wxWidgets rpm's
and for the qt gui "qtOctave "
a bunch of other programs like
boost
parallel
gsl
gnu-plot
... and others...
and is near imposable to install offline
