How do I download and install an ISO for a virtual machine on a notebook running windows 7 with no CD drive

The ISO is the same as for a regular install.

Pick a distro, pick an architecture, download the ISO, set up a new VM in your VM software, and tell it to boot from the ISO you downloaded.

It is actually easier to use the iso image.

Almost every VM has a way to attach or add or select a cd/dvd or iso image for it's use. If we knew what VM you have we could tell exactly the steps.
