hi guys

is it possible to build a proxy server to view sites that are blocked by your isp or country? or do the online proxy servers have special software to allow them to do this?

Careful, doing something like this could result in being fired from your job, revoked access to the network by your ISP, and depending on your country imprisonment. The short answer to your question is yes it is possible. You can use something like Tor, set up a VPN, set up an apache based proxy, or... my personal favorite, a SOCKS5 proxy through SSH because it is so dead simple; assuming you have a remote server with SSH access.

Yes, but your proxy server needs to be located outside of the restricted network you're trying to bypass.
