Hi,
Is it possible in Linux to restrict POP3 or IMAP for some users.
I need a confirmation on this, that it is possible or not.

It would depend on the IMAP or POP server that you are using. Some enterprise level open source servers like Zimbra do allow this kind of security where in you can specify for a user what protocols to allow.
I have not used dovecot for a long time, will have to go through the dovecot docs for that. But Zimbra does allow this.

do you mean incomming traffic or outgoing? (downloading mail from an external server or hosting your own mail server, respectively)
