Question IP, cookies and privacy

Sorry, this question is not related to Linux exactly but still is related to Linux in some way.

The situation: I registered an account on some forum. So they have my IP and I have their cookies. But then I deleted those cookies and reconnected to the Internet. Since I have a dynamic IP, I got new one. And after that I registered one more account on the same forum (and maybe deleted all the cookies again).

Is forum administration able to figure out that those two account was created from one certain computer?

If you deleted the cookies and changed IP's then it's unlikely however some forum packages do have algorithms which aim to try and detect such registrations going off a combination the geographical location of the IP, email addresses etc etc...

two accounts on the same forum?

Why would anyone be so rude as to do such a thing in the first place?
Why does it matter to you if they can tell?

Aside from cookies and IP addresses, registration with forums require a valid e-mail address which they store in your profile, and registration for e-mail addresses require personal info which is also stored in a profile. So the answer is yes, if given valid reason to search for "who done it", there's always a way to find out who you are.

I know that. You can't register two accounts with one E-mail.

Personal info for what? For E-mail? Forum database doesn't have this info then. It's an E-mail service which has.

Well, if they involve FBI, then of course it's possible. But I was asking about regular methods.
