Question Interpretation required for '(none) dhcpd: Sending on Socket/fallback/fallback-net'

When the DHCP server starts, the following message is logged:
(none) dhcpd: Listening on LPF/eth1/00:30:48:5d:ac:73/172.31.9/24
(none) dhcpd: Sending on LPF/eth1/00:30:48:5d:ac:73/172.31.9/24
(none) dhcpd: Sending on Socket/fallback/fallback-net

I understand the first two lines which means DHCP server is listening for more DHCP requests for the network 172.31.9.0/24

I would like to know what is the interpretation of the line:
(none) dhcpd: Sending on Socket/fallback/fallback-net

Can someone please help?
