I had similar probs some time ago, turned the CD-ROM drive was faulty. Sometimes it would fail on the install, sometimes install was fine but had major probs trying to run Linux.
Bought a new CD/DVD drive; installed and ran perfectly 1st time !

I didn't have a choice if I wanted a working system. Dunno where you're based, but surely they're not that expensive? These days most stuff like that is dirt cheap. Can't you borrow one?

Looks like CD-ROMS start under $15---probably around $5-$10 used. But first, try cleaning your existing drive.

Have you tried to clean the CD drives' eye?
Maybe download a different distro or an older distro and download the updates through the internet.
Maybe a different cd from a different company...
Maybe change the CD drive.
