Indeed, grub should be part of FC6..Just type "grub" and the grub shell should open.
You installed the development version of grub-2. I do not know how it works, or what command calls it.
Note that "grub" is used ambiguously---it can mean the grub shell, or it can mean the SW that actually gets put in the mbr or boot sector.
If you post your exact configuration (including the output of fdisk -l) we can give you the exact steps to get grub working.
