Installing Alien in Linux Mint

Hey all you nice people.
My friend introduce Linux Mint to me about two months ago, which seems to be good. But being so used toMicrosoft Windows is not helpful in Linux. It is more than a month now that I am trying to figure out how to install new programs in Mint using Synaptic (package manager) but it real hard, stressing making me wanting to give up Linux. I cannot connect to internet with linux yet; s when I download a package from a cyber cafe and when I try to install in linux it tells me that i cannot connect to the package site. I also use Huawei usb Modem which works fine in Windows but I tried everything to have it work in Linux without success. Any help ? I am desperate.

Thanks.

what network adapters do you have that fit or that you use with the computer in question?
second there are commands you use in order to install "Offline" packages.
Do you already have alien installed? More info is needed to help you with this.
The commands are here when you tell me the pakg suffix .tgz, rpm, deb.....

Thanks for your help. I use Huawei ETS1201 usb Modem. I know just the basic of Linux Mint in terms of comands. and also most the information I got from google or the forums are related to different other versions of Linux which are not too useful for Mint.
