While installing sumo-src-0.14.0 on ubuntu 10.10 with this command:

sudo ./configure --with-geographic=/usr/local/lib --with-geographic-includes=/usr/local/include/GeographicLib --with-fox-libraries=/usr/lib --with-fox-includes=/usr/include/fox-1.6 --with-gdal-libraries=/usr/lib --with-gdal-includes=/usr/include/gdal --with-proj-libraries=/usr --with-xerces=/usr/local/lib --with-xerces-includes=/usr/local/include/xercesc

I am getting an error...

and when I execute this command : sudo make I am getting an error...

Actually, what you should do is install a newer version of Ubuntu which is still supported. 10.10 was withdrawn from support long ago (April 2012). Many of the packages you refer to are probably obsolete by now. Supported versions now are only 12.04LTS (recommended) and 13.10.
