Installation of Ekiga and necessary libraries

Hi,
I'm using Fedora core 4. I have already got GnomeMeeting installed but wanted to upgrade. I've got as far as downloading the necessary rpms for Ekiga.

[LMM@localhost Ekiga]$ pwd
/home/LMM/myDownloads/Ekiga
[LMM@localhost Ekiga]$ ls
ekiga-2.0.1-1.i386.rpm opal-v2_2_1-src-tar.gz
ekiga-debuginfo-2.0.1-1.i386.rpm pwlib-1.10.0-1.i386.rpm
iptables_setup pwlib-debuginfo-1.10.0-1.i386.rpm
opal-2.2.1-1.i386.rpm pwlib-devel-1.10.0-1.i386.rpm
opal-debuginfo-2.2.1-1.i386.rpm pwlib_v1_10_0
opal-devel-2.2.1-1.i386.rpm pwlib-v1_10_0-src-tar
opal_v2_2_1 pwlib-v1_10_0-src-tar.gz
[LMM@localhost Ekiga]$ rpm -i pwlib-1.10.0-1.i386.rpm
warning: pwlib-1.10.0-1.i386.rpm: Header V3 DSA signature: NOKEY, key ID de95bc1f
error: can't create transaction lock on /var/lib/rpm/__db.000
[LMM@localhost Ekiga]$

Three questions.
Is this the right place to save the library files?
What is a transaction lock?
What do I do now?
