A tarred and compressed file needs to be simply uncompressed and untarred. However, what you need after that will depend on what you are installing.
As for the first part:
Code:
tar axf file.tar.bz

Before uncompressed it with:
Code:
tar -jxvf yourarchive.tar.bz
Then you should read the README/INSTALL file.
Usually could be a thing as: ./configure, make and make install.

One more:
Code:
~$ bunzip infile.tar.bz
~$ tar -xvf infile.tar

~$ ./configure
~$ make
~$ make install
