Most CD-burning applicatios have an option for "burn from iso" or "burn from image". With Windows running, open the CD and see what's there. If there are multiple files and folders, then you have done it correctly. If there is just one file ending in .iso, then you've fallen into the (very common) trap and you need to burn a new CD.
In addition to making sure the BIOS is set to boot from CD, check that it will boot from some other CD--eg your Windows install disk.
